Each tier includes everything below it. The instrument is the same at every tier: the license sets how much you resolve, never which parts of the instrument run.

Unlimited observations, always. No caps on traces, spans, or events. More evidence only sharpens the attribution.
Nothing bills mid-term. Allowances are resolution boundaries, not billing triggers. No invoice can arise from how you use it.
It runs on your hardware. Prompts, outputs, and traffic never leave your perimeter. Holonograph collects no telemetry.
It reports what it cannot resolve. Surfaces and facets outside your allowance are counted and typed, never hidden.

Evaluation runs in eval mode against your production conditions at every tier, so the value shows on your real traffic rather than a sandbox.

On total cost. Holonograph adds inference cost: evaluation and judging consume tokens, and the volume scales with your configuration and with how often the agent errs. It also removes inference cost where it is not usually counted. Evaluation runs against production conditions, so staging and QA evaluation infrastructure and its inference spend go away. The honest measurement is across production, development, QA, and staging together.
